Hi Larry,

The author of this main article wasn't to kind to the lack of volunteers coming out of Pennsylvania to defend their state for the Union?

Good point, maybe it's because it's a Quaker state!?

Not sure if the Quakers held much sway on recruiting by 1863. What I do know is a fair percentage of the available manpower was made of men whose occupation was farming. Miss planting and harvest time and you're ruined financially.
Plus many were skeptical of the state and federal government promise to hold them only for as long as the emergency lasted. Add in those whole weren't convinced the invasion was their concern and you can see why the response was less than robust.
