Soviet Archives on Vietnam

In past discussions on Vietnam a point of disagreement has always come up over the use of terror tactics by the VC and NVA. Not that both used them but about how much both used them. I came across the following with the cited source being the archives of the KGB. During the period between 1964 and 1973 KGB trained NVA "hit squads" successfully completed over 39,000 assasinations and over 58,000 kidnappings. The archives also acknowldges that another 20,000 to 30,000 such "unsanctioned" missions were successfully carried out by the "political action" sections attached to local NLF groups by order of the local political or military leadership. How can any democracy survive let alone thrive when close to 10,000 of its best and brightest leaders are being "neutralized" every year?
