MACV: A Posting not a Tour?

Something just occurred to me, Westy and Abrams were both COMUSMACV for 4 years and Harkins before them was there for 2 years.

Given our COMAFV only did a 12 month Tour of Duty would the prolonged periods served by MACVs be a posting, perhaps like the British Commanders of FEAF or other geographical commands, rather than a combat Tour of Duty?

Aren't we talking the COMAV being a tactical command and COMUSMACY a strategic command?

COMAFV was the Australian command in Vietnam although it only directly commanded the AATTV advisors and Logistic units, 1 ATF was under the command of II Field Force, 2 and 35 sqn under 7th air Force and the destroyer and CDT under 7th Fleet. However have gave the OK/No for 1 ATF operating outside Phuoc Tuy and the RAN/RAAF for certain operational limits such as the Cambodian border and with the spread of Australian units and his close ties with MACV and the Foreign Affair Dept he was generally considered the 2nd best informed man in Vietnam. But his service was definitely a Tour, they got progressively shorter as COMAFVs got burnt out during their time there, they were down to 10 months at the end and it was thought 9 months was ideal.
