of Staff circulated among the Combined Chiefs a memorandum prepared by the
United States Joint Staff Planners entitled "Conduct of the War in 1943-1944."
As to the Mediterranean, the memorandum recommended that after the completion
of HUSKY, the Allies conduct only limited operations in that theatre, primarily
by means of air attacks on Italy from Mediterranean bases. The U.S. planners
stated categorically that the level of forces committed in the Mediterranean
must "not...prejudice the success of a cross-Channel operation in 1944." The
U.S. Chiefs of Staff circulated with the memorandum a brief note in which they
said that "[T]he enclosed study was prepared by the United States Joint Staff
Planners and meets with the approval of the United States Chiefs of Staff."
