BTW did Lee & the ANV ever plan an attack on Washington DC!??? Anyone??

My guess is no. By 1863 the defenses of Washington DC are too extensive to justify the loss an attack would cost the ANV. Yet the Northern mindset always seemed to be centered on Lee headed for Washington. Had Beauregard been sent to Richmond in June 1863 and openly spread the news he was headed to D.C. with 40,000 veterans I have no doubts substantial parts of the AOP would have been held back to thwart Beauregard. One of the best chances for the South to mount a massive disinformation campaign.
